The 9S15M Obzor-3 (NATO reporting designation: “Bill Board”) is a fully coherent 3D air surveillance and target acquisition radar operating in the F band. It is designed for the S-300V (NATO reporting designation “SA-12”) surface-to-air missile system, and when used exclusively as a tactical air surveillance radar, it is designated 1RL140. The radar employs an electrohydraulic antenna that rotates in azimuth at 6 to 12 revolutions per minute and electronically scans in elevation, featuring a large primary phased array and a smaller array for Identification Friend or Foe (IFF) interrogation. Its transmitter uses a traveling wave tube and emits a linear frequency modulated waveform with a peak power of 18 kW and an average power of 8 kW, achieving an instrumented range of 330 km with a range resolution of 400 m and an accuracy of 250 m and 0.5°. The entire system, including electronics, antennas, and power generators, is mounted on a single tracked vehicle. This radar system is also deployed in Syria as part of the “SA-12” surface-to-air missile system.
